None of the enterprise has all resources to implement all activities throughout the value chain. The way of gaining appropriate resources for innovation is to achieve cross-enterprise flow of resources. How to identify and acquire heterogeneous resources is the key to the realization of the enterprise sustainable innovation. On this basis, the Cooperative Innovation Network Heterogeneity Scale was compiled. Based on the cooperative innovation theory and the heterogeneity of cooperative innovation network theory, the international scale has been analyzed and the cooperative innovation network heterogeneity scale has been developed. Firstly, we refer to the existing research to select 20 items to measure the heterogeneity of cooperative innovation network, conducting in-depth interviews and questionnaire surveys on 458 enterprises; secondly, conduct exploratory factor analysis and confirmatory factor analysis on sample data with SPSS and AMOS software; finally, we assess the scale’s convergent validity and discriminant validity. The results show that the measurement of Cooperative Innovation Network Heterogeneity Scale has good reliability and validity. The scale consists of three key heterogeneity factors: technology diversity, partner heterogeneity and geographical dispersion.
