Confronted with the obvious questions in welfare enterprises after the transformation of the enterprises system, this paper exposes the economic sources which cause the practical questions from a particular angel, that is the draggled transformation policies, and emphasizes the corresponding policies in the transformation of system. It advocates to strengthening the supervision of the enterprises after transformation and proposes the pertinent measures.
