    本文构建了并数理推导了异质性环境规制、清洁型技术结构与工业环境效率之间的作用机制,测算了我国及各省份清洁、非清洁技术效率和工业环境效率,实证检验了不同类型环境规制通过清洁型技术结构对工业环境效率形成的直接效应、中介效应和门限效应。研究发现:全国及东中西三个地区清洁、非清洁技术效率和工业环境效率一直呈上升趋势,且东部均高于中部和西部地区。惩罚性环境规制和奖励性环境规制对工业环境效率的直接效应具有显著的正向影响,惩罚性环境规制的作用力度明显大于奖励性环境规制,二者的作用效果均能持续到两期后,但惩罚性环境规制的作用力度逐渐减弱,奖励性环境规制的作用力度逐渐增强。两种环境规制下均存在部分中介效应,且作用效果可以持续到两期之后,但传导比例在减弱。门限效应的实证结果显示:惩罚性环境规制存在双重门限效应,奖励性环境规制存在三重门限效应。大部分省份惩罚性和奖励性环境规制已突破U型门槛下限,正向作用于工业环境效率。

    Abstract:

    This paper constructs and mathematically deduces the interaction mechanism among heterogeneous environmental regulation, clean technology structure and industrial environmental efficiency, calculates the efficiency of clean and non-clean technology and industrial environment in China and provinces, and empirically tests the direct, intermediary and threshold effects of different types of environmental regulation on industrial environmental efficiency through clean technology structure. It is found that the efficiency of clean, non-clean technology and industrial environment has been on the rise in the whole country, the east, the West and the central regions, and the eastern region is higher than the central and Western regions. Punitive environmental regulation and incentive environmental regulation have significant positive effects on industrial environmental efficiency. The effect of punitive environmental regulation is significantly greater than that of incentive environmental regulation. Both of them can last until two periods, but the effect of punitive environmental regulation is gradually weakened, and the effect of incentive environmental regulation is gradually strengthened. Under the two environmental regulations, there are some mediating effects, and the effect can last until after two periods, but the conduction ratio is weakening. The empirical results of threshold effect show that punitive environmental regulation has double threshold effect and incentive environmental regulation has triple threshold effect. Punitive and rewarding environmental regulation in most provinces has broken through the U shape threshold and has a positive effect on industrial environmental efficiency.
