Abstract:This paper constructs and mathematically deduces the interaction mechanism among heterogeneous environmental regulation, clean technology structure and industrial environmental efficiency, calculates the efficiency of clean and non-clean technology and industrial environment in China and provinces, and empirically tests the direct, intermediary and threshold effects of different types of environmental regulation on industrial environmental efficiency through clean technology structure. It is found that the efficiency of clean, non-clean technology and industrial environment has been on the rise in the whole country, the east, the West and the central regions, and the eastern region is higher than the central and Western regions. Punitive environmental regulation and incentive environmental regulation have significant positive effects on industrial environmental efficiency. The effect of punitive environmental regulation is significantly greater than that of incentive environmental regulation. Both of them can last until two periods, but the effect of punitive environmental regulation is gradually weakened, and the effect of incentive environmental regulation is gradually strengthened. Under the two environmental regulations, there are some mediating effects, and the effect can last until after two periods, but the conduction ratio is weakening. The empirical results of threshold effect show that punitive environmental regulation has double threshold effect and incentive environmental regulation has triple threshold effect. Punitive and rewarding environmental regulation in most provinces has broken through the U shape threshold and has a positive effect on industrial environmental efficiency.
