In the development of regional economy, the correct solution to the upgrade and selection of industries is of far-reaching significance to the future economic development. Since the economic reform and opening to the outside world, the pioneering spirit of Wenzhou people has been triggered due to the superiority of its economic system and mechanism, resulting in three great transformations in industries. The economy dominated by agriculture has developed rapidly to the one dominated by industry, which has then developed to the post-industrialized stage. The internal structure of the industries has also undergone great changes, with the following manifestations: 1) the industrial economy has contributed most to the national economy of Wenzhou, 2) the industrial structure has kept improving, 3) the brand management has been on the rapid rise, 4) the industrialization process of agriculture has progressed steadily, and 5) the third industry has had a remarkable enhancement, and the industrial structure has been to the front of the whole province. Through careful analysis, however, there has been unavoidable problems in the industrial structure of Wenzhou, namely, the position of the high-rise industries is neither stable nor prominent, the sustainable development has faced great pressure, the development level of modern service industry is not high, the degree of industrialization is low, the structure of industries is not reasonable, and the process of industrialization is slow. To solve these problems, the author of this paper has put forward a series of policy orientations for adjusting the industrial structure of Wenzhou.
