On the basis of defining the concept of information communication capacity, this paper constructed an evaluation system of information communication capacity and evaluated Chinese information communication capacity from 2013 to 2018. The results show that: (1) in the context of innovation-driven development strategy, infrastructure capacity, service capacity, innovation capacity are the "troika" of improving Chinese information communication capacity currently and in the future; (2) innovation capacity has replaced infrastructure capacity to be the new engine of Chinese information communication capacity, but there is a lot of room for improvement of service capacity; (3) China should consolidate the information communication infrastructure capacity, grasp the information communication service capacity, strengthen the information communication innovation capacity.
