Analysis of China's Inter-provincial Science and Technology Financial Efficiency Measurement and Its Influencing Factors - Empirical research based on spatial panel model
Using the DEA-BCC model to measure the financial and financial efficiency of 30 provinces (autonomous regions and municipalities) during the period of China from 2005 to 2016 and to establish the corresponding spatial panel data to influence the efficiency of China"s science and technology finance. The empirical research shows that the inter-provincial science and technology financial efficiency varies greatly in China, and the overall level is low. Only a few economically developed regions have achieved high efficiency in technology and financial efficiency. Most of the central and western regions have financial and financial efficiency below 0.8. The efficiency of some regions is even lower than 0.4; the analysis of spatial autocorrelation coefficient finds that the financial efficiency of science and technology in all provinces (autonomous regions and municipalities) has a spatial agglomeration phenomenon, and the research and development investment intensity has a negative impact on the efficiency of science and technology finance through spatial panel regression. The scale of funds, the scale of financial support and the rate of technological progress in high-tech industries have significantly promoted the efficiency of science and technology finance. To this end, it proposes relevant policy recommendations for rational allocation of scientific and technological resources and scientific and technological innovation.
