With the increasingly rigorous situation of ecological construction and environment Protection, it appears conspicuously that importance and urgence to mightily develop a circular economy and accelerate the establishment of a resource saving oriented society by the requirement of scientific development view. On the base of connotation and goal of circular economy, it builds up a circular economy evaluating index system, which use the main component analyzing method to evaluate, compare and analyse nine cities of central plain cities, and obtain the development situation and level of each city. The goal of analyzing is to provide an evaluating thoughtway and method, and supply some reference for the decision of circular economy development in central plain cities.
