Though enterprises are the subjects of independent innovation, enterprises need government's supports to innovate. In the thesis, the author suggests government must take effective measures to promote enterprises' independent innovation, which including strengthening innovation consciousness, reforming personal system and selecting innovation talents, increasing innovation funds, arranging all resources and innovating by kinds of ways and formulating policies and encouraging enterprises to innovate.
