The issue is basing on the survey of 250 farmers coming from 5 countries of Aksu region Xinjiang province,applying Logistic regression model to analyze empirically farmers' behavior in the participatory management model of small water conservancy. The result shows that farmers participate management besides some the character variables of family and production, including the characters of farmers living conditions and circumstance, just as the proportion of others participation and the level of local economic development etc. Basing on these researching resultants, some political advice is promoted at last.
