Tracing the origin of the concept, a comparison was hold to ascertain the different components of entrepreneurship in western and eastern context. A stage based development model on entrepreneurship was proposed in a basis of literature review. The model was utilized to analyze the private company expansion puzzle of Zhejiang province and several countermeasures were proposed.
