Effective organization mode is the important condition for the sustainable development of infrastructure industries. The concerning effective organization mode concerns 3 aspects: (1) Compact of national capital and social capital. (2) Choice of organization mode including boundaries. (3) Design of incentive institutions. We argue that there must be the participation of national capital, organization mode should have the characteristics of public enterprise, and incentive institution arrangement is an indispensable part for the effective organization mode of infrastructure industries.
