The nature of the cluster's competitive advantage is to achieve the maximum of the cluster's synergistic effect with association and clustering. In pace with steady strengthen of association in the cluster, the cluster's ageing and risk will be happened. From the organizational point of view, the cluster organizational virtualization will make greater contributions to solve the cluster's risk. This paper researches not only the possibility and necessity of organization virtualization in the traditional industry cluster, but also how to apply virtual organization in it.
