Currently, State - owned construction industry are facing some difficulties such as high debt - to- asset ratio, high current liabilities, too much bank loans for enterprise debt financing and so on, which are resulted in the arrear problem of farmers, restricting industry development, hindering reform of the state- owned industry. These are exited yet to be resolved. Addressing these issues and phenomena, the article analyzes them and brings up six measures to solve the problems according to the external environment and their own construction.
