With the advent of knowledge economy,more and more attention is paid on technological innovation and protection of intellectual property right. The intellectual property right system is law that protects science&technology and fruit of literature and art,and it is also the means of policy to measure the technological innovation. This paper analyzes the influence of technological innovation exercised on the building and development of the intellectual property right system,and it also elaborates the importance of the intellectual property right system to the technological innovation. This paper points out some suggestion and measures accordingly.
