The lack of theoretical study about trade-off decisions between time and cost results in their frequent fighting in the actual petrochemical construction projects. This needs trade-off decision-making principles and its relevant models through the study of relationships among project resource， project time and project cost so that improvements of practical project management can be expected by applying the solutions of this article.
