At the intiation stage，the development of many high-technology enterprises are hampered by financing ability. Having analyzed the current situation and problems of the gurantee system in Taiyuan， this paper suggests that， on the basis of learning from developed countries and other provinces， we should establish a combined gurantee system of government support and enterprise cooperation.
