This text analyzes the financial income and expenditure at the aspect of validity ，using the method of DEA ，in seventeen areas of AnHui province， then calculates input redundancy and output defalcation ， and makes projective analysis of the financial income and expenditure in this areas， finds out the problems of the areas without DEA validity and the reform orientation by index analysis and projection analysis.
