After reform and opening-up， the flourishing of enterprises in rural area has brought both positive and negative effects: promoting the development of the country and bringing seriously environmental problems. Sometimes their negative effects even exceed their positive ones. In the environment of establishing a new country， enterprises are supposed to assume the social responsibility， to get on well with pursuing interests and protecting the rural environment， and to exert themselves to improve the environment and to achieve sustainable development.
