The problem about integrated optimal distribution of water quality and quantity is analyzed by means of the conception and function of ecologcial economy system, the basic standpoint and principles of ecological economics. The concept of the integrated optimal distribution is put forward, and its connotation is analyzed. The ecological economy threshold of water resources ecological economy system and the principles for drawing up the feasible schemes of the integrated optimal distribution are expounded. The frame of the model system frame for integrated optimal distribution is set up according to configuration optimizing restrictive factor principle of ecological economy system, which is the compose of the model for generating distribution schemes and assessing the distribution effectiveness of the model. As a result, a research frame for integrated optimal distribution is provided in this paper.
