The paper reviewed and summarized regional S&T innovation capability, and established a comprehensive index system of S & T innovation capability from four factors of S&T foundation, input, output and contribution. The article selects nine sample cities and firstly analyzed the S&T innovation capability of central urban agglomerates by the Principal component analytical method. And then a comprehensive a-nalysis on S & T innovation capability of individual city is carried out by ranking and comparison.
