The economic evaluation model is made according to financial evaluation theory. With the Spreadsheet and ChartSpace, which are from Microsoft Office Web Components, the economic evaluation personnel can be equal to the software development work. This paper propose a complete scheme to make a model, design an evaluation system and at last develop the software.
