Serving the government's decision-making has become the inherent requirement of the development of University think tanks to new think tanks with Chinese characteristics,and is conducive to the modernization of national governance capacity and the improvement of governance capacity.Several defaults are reflected while University think tanks serve government decision-making and national governance capacity modernization, such as, weak sense of active service, lagging development of operation system and mechanism, insufficient support of institutional environment and so on.University think tanks should carry out in-depth reform and innovate to formate scientific and reasonable development plan, organization and management system,operation mechanism, as well as collaborative development and brand building. As a consequence, university think tanks are capable to provide high-quality results for government decision-making, and provide intellectual support for promoting the modernization of national governance system and governance capacity.
