The Doing Business is an important factor for investment decisions of domestic and foreign companies, it’s an important background environment for a country or region to carry out international exchanges and cooperation and participate in international competition. This article discusses the position and role of the Chinese government in improving the doing business on the basis of explaining the basic meaning of the business environment, and finds that the government, as one of the participants in the market economy, has an important impact on the quality of the doing business. The doing business is inseparable from the role of the government. Then, we analyze the results achieved by the Chinese government"s work on improving the doing business since the implementation of the "liberalization of services" reform. Based on this, this article puts forward corresponding policy recommendations in order to give full play to the important role of the government in improving the doing business.
