There are a lot of researches on the characteristics of industrial network structure, but lack of analysis work for telecommunication network . Based on the data of China's Telecom provinces and cities from 2004 to 2017, the paper analyzes its impact on the development of telecom services.It is found that network features promote the growth of mobile services, but no significant contribution to fixed phone services. Among them, the mobile service network experiences the process of cluster, lightly sparse and re-cluster, while the fixed line telephone is the evolution way of cluster–sparse – cluster again. Although the fixed line network is superior to the mobile network in the initial stage, it has reached a stable stage later and has less optimization space than mobiles under the background of declining telephone penetration. It is found the relationship between telephone penetration rate and different network parameters is nonlinear U-shaped or inverted U-shaped. And mobile phones benefit from the network mediating effect. The above conclusions provide us to understand different business network aggregations and behaviors, as well as the network expansions, users preference and changing network scale effects.
