Abstract:University technology transfer is essential to support innovation-driven development strategy, and university science and technology parks create the platform for university to corporate with enterprise. Based on the data from 113 Province-Ministry co-construct universities and 31 university science and technology parks, by fixed effect model, this paper tries to figure out the mechanism how management personnel of university science and technology parks impact university technology transfer, and concludes the following conclusion: there is a positive relationship between university technology transfer with the number of management personnel, also with education background of management personnel. At the end, this relationship transfers to inverted U. Further research shows that the impact on university technology transfer is different, when the difference of the universities’ environment, profession and level appears. It is important to make university science and technology parks targeted for universities to transfer technology, and to make management personnel professional. This paper offers idea for better university technology transfer system.
